On 25 August 1825, at a gathering in the town of Florida, they issued a declaration of independence from Brazil and a desire to unite with the United Provinces of the Rio de la Plata, the forerunner of modern Argentina.

The declaration triggered the Cisplatine War between Argentina and Brazil. The conflict ran until 1828, when British mediation produced a settlement under which both Argentina and Brazil agreed to recognise Uruguay as a fully independent state rather than have it absorbed by either side. The modern Republic of Uruguay was established through the resulting Treaty of Montevideo in 1828, and its first constitution followed in 1830.
